After working for over a decade in Delhi for multinational corporations and airways, Dolly, an MBA graduate, left the perks of monetary safety and security to work for folks in rural Bihar.
In 2018, she moved to her in-laws’ place and contested for gram panchayat (village council) elections. A girl, an informed bahu (daughter-in-law), and a stranger to rural residents, it was difficult for her to win the hearts of voters, she remembers.
“The villagers doubted if I’d have the ability to perceive them as a result of I used to be a contemporary lady who arrived from Delhi. There was a cultural distinction between the place I used to be born and introduced up, and the place I used to be married. So, I modified my life-style to slot in as a result of politics isn’t about you, it’s about folks,” Dolly, who’s now the sarpanch of 13 wards of Shadipur gram panchayat of Bihar’s Gaya district, tells The Higher India.

So, the 32-year-old — hailing from Meerut, Uttar Pradesh — began sporting sindoor (vermillion), sarees, and bangles, and lower ties with friends; all this for villagers who didn’t even contemplate her their very own but.
Impressed by her late mother-in-law who was additionally a sarpanch, Dolly contested the 2018 panchayat by-elections and received by 150 votes. “This was made attainable with robust campaigning. I made my schooling and work expertise my power. I used to be the one lady contestant towards seven male contestants,” remembers Dolly.
The vote share elevated by ten instances when the two-time sarpanch received by 1,500 votes.
Digitising legislation and order
Within the three and a half years of her work within the first tenure, Dolly reworked Shadipur gram kachehri (village courtroom) with digitalisation.
“There have been many instances whereby folks had been frequenting the civil courts for over three many years, however their drawback remained unsolved. I introduced in programs to make sure that each course of is clear and digitally documented to make it simpler for folks to lodge complaints,” says Dolly, who’s the top of the panchayat judiciary.

“This method allowed the villagers to have entry to an informed and well-organised panchayat system. Now, they arrive with their points, paperwork, and proof. We announce the ultimate verdict solely after inspecting the case. I personally go to get together houses and websites,” says Dolly, who wears a pagdi (conventional turban) whereas fixing instances with the assistance of a lawyer and authorities secretary.
Dolly has been in a position to clear up 95 per cent of instances — from home points to land disputes and legal points. “The minimal lifetime of a case in a civil courtroom is 5 to 10 years. The identical problem is now getting resolved inside six months, with out the villagers having to waste money and time to frequent the courtroom,” she says.
However it isn’t a cakewalk. “I’ve to be vigilant about my security as a result of, at instances, the decision isn’t in favour of the other get together,” says Dolly.
In 2019, Pushpa Devi approached the village courtroom together with her land dispute case. After her husband died after three years of marriage, the widow was requested to go away the home by her in-laws. Nevertheless, Pushpa stood up for herself and her 10-month-old daughter and requested for her late husband’s share within the property.
“They advised me {that a} spouse or daughter doesn’t get a share within the property. It’s due to madam ji’s [Dolly’s] intervention that I acquired the three-bigha land inside six months. My husband’s household verbally abused and threatened, each me and madam ji. However ultimately, I used to be in a position to promote the property and acquired a good-looking quantity, which I used to marry off my daughter,” says the 42-year-old, who hails from Shadipur gram panchayat.
Altering notion
In 2006, Bihar turned the primary state to announce a 50 per cent reservation for girls in panchayat our bodies. Nevertheless, as per Dolly, most of those ladies sit again at house whereas their husbands or different male members of the home, work on their behalf.
“Villagers would come to hunt help from my husband or brother-in-law as a result of they didn’t settle for me as their sarpanch. They thought I used to be there solely to signal the paperwork. Even my very own employees didn’t have faith in me,” she says.

So, she got down to change this mindset. From listening to instances and going for inspections to giving verdicts, Dolly proved herself to the villagers. And whereas doing so, she was in a position to see hope within the youthful technology of women.
“Whereas on one of many inspections, we got here throughout this little woman sporting a pagdi; she was copying me. When requested about it, she answered that she needed to turn out to be like Dolly aunty,” she exclaims, persevering with, “Once I see these kids harbouring hope for a brilliant future, and once I see the grins on the villagers’ faces after they thank me for fixing their case, my resolution to turn out to be a sarpanch feels well worth the efforts.”
However the journey has not been with out challenges. Dolly faces legit issues; she receives Rs 2,500 a month for her work.
“There is no such thing as a monetary safety, and that is no 9-to-5 job. Many instances folks knock at my door at unreasonable hours. Furthermore, you can’t say proper or incorrect in most conditions. Providing time, exercising persistence, and being non-judgemental are necessary elements whereas fixing instances and are important to understanding conditions and other people higher,” she shares.

“Any politician can’t survive lengthy with out the assist of the household, particularly ladies. My husband helps me and takes care of our five-year-old daughter when I’m out,” she provides.
Dolly used to “hate politics”, and it was by no means an ambition for her to be part of this area. “Nevertheless, the aspiration to serve folks, see the functioning of rural communities, and undertake their tradition was one thing that impressed me to dedicate myself,” she says.
As a validation of her good work, Dolly was re-elected in 2021.
Dolly shares that right this moment, the notion of her friends, who moved out to different nations for higher profession alternatives, has additionally modified. They admire and assist her.
Going forward, she aspires to contest for Zila Parishad (district council) member, Block Pramukh (head of blocks), or Member of the Legislative Meeting (MLA) in future.
